Development of Taekwon-Do
 

Year 1955 signalled the beginning of Taekwon-Do as a formally recognized art in Korea. During that year, a special board was formed which included leading master instructors, historians, and prominent leaders of society. A number of names for the new martial art were submitted. On the 11th of April, the board summoned by Gen. Choi Hong Hi, decided on the name of Taekwon-Do which had been submitted by him. This single unified name of Taekwon-Do replaced the different and confusing terms; Dang Soo, Gong Soo, Taek Kyon, Kwon Bup, etc.

On the 22nd of March in 1966, the International Taekwon-Do Federation was formed with associations in Vietnam, Malaysia, Singapore, West Germany, the United States, Turkey, Italy, Arab Republic of Egypt and Korea.

In 1972, General Choi Hong Hi left Seoul and moved to Toronto, Canada with the Headquarter of International Taekwon-Do Federation as well.


World Taekwondo Federation

On 28 May 1973, the World Taekwondo Federation (WTF) was formed in Seoul with Dr. Un Yong Kim as President.

In 1975, World Taekwondo Federation was recognised as a member by General Association of International Sport Federation. In 1980, WTF was recognised as a member by International Olympic Committee.

In 1985, International Taekwon-Do Federation moved its headquarter to Vienna, Austria from Canada.

In 1986, Taekwondo was an competition event in the 10th Asian Games in Seoul, South Korea. In 1988, it was an demonstration event in the Olympic Games in Seoul, and was later an official competition event in the Olympic Games in Sydney, Australia in the year of 2000.

June 15th 2002, the Founder of Taekwon-Do and President of International Taekwon-Do Federation, Gneral Choi Hong Hi passed away at Pyongyang, DPR Korea.

September 22nd 2002, Mr. Ung Chang, IOC member was elected as 2nd President of ITF.

November 22nd 2002, the 1st Talk between ITF President Mr. Ung Chang and WTF President Dr. Un Yong Kim was held in United States of America. Both discussed the most favorable topic "Unity of Taekwon-Do" in the meeting.

After that there were the bilateral talks between IOC and ITF, ITF and WTF and IOC and WTF in the period of the Olympic Games held in Athens, Greece. Following this, the 3-party-talk was finally held at the office of IOC President which was temporarily located at the "HILTON HOTEL" in Athens. Firstly, at the meeting between ITF and WTF Presidents, both Presidents agreed to respect and cooperate each other to solve with fairness and honesty the Taekwon-Do issue as soon as possible in conformity with the desires and wishes of all the Taekwon-Do brothers and sisters. At the 3-party-talk, it was reached to the unanimous agreement that the Taekwon-Do issue has historically been one of the sharpest and most complicated issues in Olympic circle and it should be settled down according to the interests of the Taekwon-Do practitioners over the world and in case it would continue to cause problems, the IOC would directly involve in this matter for the fair settlement.

 
June 3rd, 2005 a great important talks were held at IOC Conference Room between ITF and WTF. This meeting was initiated and personally chaired by IOC President Dr. Jacques ROGGE. At the talks, the future relationships between two Federations, especially the major issues related to the forthcoming Olympic Games were discussed and all recommendations and agreements taken at the talks were very positive.
 
 

The 2nd talks between ITF and WTF were then held in Beijing, China on June 27-28, 2005. The talks were attended by ITF delegation headed by Mr. Ri Yong Son, the ITF deputy Secretary General, and WTF delegation headed by Mr. Choe Man Sik, the WTF deputy Secretary General.

At the talks, the both sides, in principle, agreed to integrate the two Taekwon-Do bodies into one and to jointly participate in the forthcoming Olympic Games by ITF and WTF. In order to make it come true in the near future, the two sides reached the agreement to establish the Coordination Committee for technical integration of the two TKD bodies and deal with all the administrative and technical matters related to the integration of two bodies. Both sides have come to the common aknowledgement that the talks should be continued.

 
 
As agreed between two International Bodies for Taekwon-Do, ITF and WTF, the 3rd talk took place in Beijing, China on 24th Feb. 2006 under the participation of same delegation from both sides as in the past talks.
Both sides held the open talks for the quick solution of the Taekwon-Do matters which were of the focus in the areas of International Sports including IOC. Both sides exchanged the documents at the talk and agreed to hold the next talk in the near future based on the reviews for the documents presented by two sides. Both sides were to report the outcomes of the talk to IOC President Dr. Jacques ROGGE in due course.
 
 

As well known to the world, the joint meeting attended by the Presidents of ITF and WTF has taken place at the IOC HQ on 20th Sep. 2006 under the personal supervision of IOC President.

This meeting resulted in resuming the talks between ITF and WTF soon for the best solution of Taekwon-Do issueworldwide.

Pursuant to the consequences of the joint meeting, the 4th Talk between ITF and WTF was held in Beijing, China on 24-25 Nov.2006. The talk was attended by ITF Delegation headed by Mr. RI Yong Son, the Executive DirectorGeneral, and WTF Delegation led by Mr. Manseek CHOE, the Deputy Secretary General. The main purpose of this talk was to seek the fast and final way to end the separation of Taekwon-Do existing in the world into two organizations.

At the talk, the two delegations did their utmost to make the dreams of Taekwon-Do practitionerscome true as quickly as possible and finally agreed to establish the ˇ§Coordination Committee forTaekwon-Do Integrationˇ¨ which will simultaneously deal with the matters concerning the administrative and technical integration of two bodies.

Both delegations made the draft of Mutual Agreement and it was later signed by two Presidents ofITF and WTF during the 15th Asian Games to be held in Doha, Qatar in early Dec. this year.

 
 
      
 

The Presidents of ITF and WTF met each other on Dec. 2nd, 2006 in Doha, Qatar during the 15thAsian Games and signed on the Mutual Agreement and declared to the world that the ˇ§CoordinationCommittee for Taekwon-Do Integrationˇ¨ has been set up, which will simultaneously deal with the matters concerning the administrative and technical integration of two Taekwon-Do Bodies.
